Anthony Thigpenn: “The basic components of the  program we’ve developed here: one, starts with strategy and design. And that’s  things like just being clear on what’s the target neighborhoods and what kinds  of voters, what kinds of constituencies you really want to involve in your  voter participation effort. That’s using analysis and design for that. The  second stage is then beginning to put together the infrastructure that’s  necessary to do that – the technology, which organizations you want to involve  in the effort, those things. A third component is making sure you have  sufficiently trained staff to really carry out the work at whatever scale is  appropriate to the efforts that you want to do.”
